nra. good morning, i'm mark halperin, this is "way too early," imagining all the people living in peace. thanks for being up with us this wednesday, january 23rd. there's a new debt ceiling plan from speaker john boehner and the house republicans that could force senate democrats to finally show their hand and pass a budget. plus it's only day four of president obama's second term, but joe biden is already commenting on possibly running for the top job himself in 2016. we'll show you what he said in a minute. first the new developments in the debate over guns in america. the national rifle association last night delivered a sharp response to president obama's inaugural address. speaking in reno, nevada, way waywayn wayne lapierre lashed out at one word from president obama. >> we cannot mistake absolutism, or treat name calling as reasoned debate. >> obama wants to turn the idea

of absolutism into a dirty word, just another word for extremism. he wants you, all of you, and americans throughout all of this country, to accept the idea of principles as he sees fit. it's a way of redefining words so that commonsense is turned upside down and that nobody knows the difference. >> lapierre vowed not to give ground on gun control including efforts to increase background checks. a new poll found 92% of americans favor background checks for all gun buyers. >> he wants to put every private, personal firearms transaction under the thumb of the federal government. and he wants to keep all of those names in a massive federal

registry. there's only two reasons for a federal list on gun owners. to either tax them or take them. that's the only reason. and anyone who says that's excessive, president obama says you're an absolutist. >> it's back to business in washington today. republicans in the house are expected to vote on a plan that would diffuse the debt ceiling crisis. the federal government could keep borrowing money for three months, in exchange house develop members want the senate to pass a budget, something that body has not done since 2009, exactly 1,365 days ago. this time instead of demanding spending cuts, republicans added a provision to the bill that would suspend lawmakers own

paychecks if a budget is failed to be passed by april 15th. >> most americans believe if you don't do your job you don't get paid. that's the basis for no budget no pay. it's time for the senate to act. i think the american people understand that you can't continue to spend money that you don't have it's time for us to come to a plan that will, in fact, balance the budget over the next ten years. it's our commitment to the american people. we hope the senate will do their budget as they should have done over the last four years. >> boehner's plan getting a pretty good reception. the club for growth which led the revolt against his plan b proposal last round, said it will not oppose today's plan on suspending the debt ceiling, and even the white house saying president obama would sign the bill if it passes congress. >> the house republicans made a decision to back away from the kind of brinksmanship that was

very concerning to the markets, very concerning to business, very concerning to the american people. so the fact that the house republicans have made that decision is certainly something we welcome. >> all right. more than four months after the deadly attack on the u.s. consulate in bengahzi, libya, today secretary of state hillary clinton finds herself in the hot seat. she has a doubleheader of congressional hearings, in what will likely be her final appearance on the hill. she is likely to face tough questions from house and senate committees about the security lapses has led to the killing of four americans including ambassador chris stevens. the hearing begins this morning at 9:00 p.m. and house questioning at 2:00 p.m. lawmakers are expected to ask clinton whether or not she new the bengahzi consulate asked for additional security and asking about her whereabout thewhereab

hall to the bigger office. it's been widely reported that the president appeared to be in high 2016 campaign mode throughout inauguration weekend. mr. biden said it is too early to think about that, but he's not taking his name out of the running. >> is there any reason you wouldn't run? >> there's a whole lot of reasons why i wouldn't run. i haven't made that decision. i don't have to make that decision for a while. >> so you ready to run against hillary clinton in 2016? >> i haven't made that judgment and hillary hasn't made that judgment. i tell you what, everything that should be done over the next two years that i should be part of would have to be done whether i run or i don't run. if this administration is successful, whoever is running as the democrat's better position to win. if we're not successful, whoever runs as the nominee will be less likely to win. >> run, joe, run. after a little action over the

weekend with big wigs during the festivities, last night joe biden and his wife attended a reception with big wigs from the democratic national committee. the governor of nebraska has given the okay for the pipeline to run through the cornhusker state. that green lights the project to the obama administration. the new route would minimize the impact on the environment and stimulate the economy. the state department has to approve the project since it crosses the international border with canada. the pipeline's future is still in doubt. john boehner in a statement said nebraska's approval of the new keystone xl pipeline route means there's no bureaucratic excuse, hurdle or catch president obama can use to delay the project any further. he and he alone stands in the

way of tens of thousands of new jobs and energy security. the obama administration pushed back a decision on the project until after march. according to some commit polling, benjamin netanyahu and his political allies have won election in tuesday's israeli elections. he will get a third term as president but his power is diminished after his party lost about 11 seats. also overseas this morning, british prime minister david cameron made a critical speech on the uk's rocky relationship with the eu. cameron proposed a bold referendum to allow british voters to decide whether or not to exit the alliance by 2016. >> there's no doubt we're more powerful than washington, delhi because we're a powerful player inside the union that matters for british jobs, and security.
